A framework for firms in the transportation industry pursuing DB projects is presented. The framework is built upon available literature, the author's own experience in the field, and twelve interviews with agents of public and private entities operating within the industry. A variety of activities and strategies are recommended, including: macro level tasks to be performed regardless of the specific project on the horizon, tasks to be performed prior to and during the teaming process, implementable strategies for the project proposal, and tasks to be performed after the project has been completed.
