A computer model of the San Diego County spatial economic system is being developed using the Production Exchange and Consumption Allocation System (PECAS) framework by San Diego Association of Governments (SANDAG). The main goal of this thesis is to develop a tool to aid in policy analysis and infrastructure planning by running simulations to test alternative policy options and generate reports to help in complete understanding of the economic system of a region. This project addresses the task of developing a highly data driven desktop application for automating the process of defining, calculating and displaying the imbalances of a region's spatial economic activities and commodities. The reports generated will include the efforts needed to plan and manage the current demands and expected growth and related infrastructure requirements in San Diego County.
