It is common to observe active adults who do not have the time and the opportunity to learn in traditional classroom based environment. Mobile devices such as PDAs, cell phones and net books are small and handy devices, which have become fundamental part of their daily lives. Increase in the need for language learning in this modern world has driven the language-learning providers to target mobile as a medium to educate learners. Mobile Assisted Language Learning (MALL) is usage of mobile devices in language learning. In language learning process outside the formal classroom based approach, mistakes and attempts from learners have to be corrected, which is a tedious and a difficult task. This thesis is focused on connecting the educators and the learners. This is achieved by providing educators with a web based Learning Management System (LMS) where they can design tests and track the progress of a student. Also language learners can take advantage of mobile technology, which affords language learners to take tests anywhere and anytime. The tool thus acts as an evaluation platform for language learners.
