The Chinese Communist Party (CCP) is leveraging all governmental instruments of national power (Diplomacy, Information, Military, and Economics: DIME) in attempts to displace the United States of America’s hegemony in an increasingly globalized world. Through the use of deceitful diplomacy, information theft, military growth, and unilateral economic agreements, China is both secretly and transparently demonstrating its ambitions to be the sole proprietor in the world’s list of strategic competitors. One of the CCP’s main weapons of choice in the pursuit of its DIME goals is intellectual property theft, targeting U.S. critical infrastructure and military technologies. China is deploying numerous intellectual property theft tactics to uproot and weaken the American economy, as it steals innovative technologies with the intent of reproducing them at lower costs in their domestic markets. China is stealing American military technologies to further their own military capabilities, develop a legitimate blue water navy, and to protect regions the nation illegitimately claims rights to. By observing the DIME goals of China, in confluence with the nation’s persistent and effective intellectual property theft, many concerns arise. One of the largest concerns moving forward in juxtaposition with President Xi’s China is the future of maritime security, and the U.S. Navy’s freedom of action at sea. Freedom of action is at risk while President Xi’s red star begins to globally sail, and China’s economic investments begin to persuade America’s neighbors. Through this research, a detailed analysis on the impacts of Chinese intellectual property theft paired with China’s DIME goals, as they relate to U.S. Naval security and freedom of action, will be conducted.
