This is a study of scheduling heavy bomber combat aircrew flight training in the United States Air Force. President Richard M. Nixon stated in his report to Congress, U.S. Foreign Policy for the 1970's, "The primary role of our general purpose military forces is to deter and, if necessary, cope with external aggression" (58:181). The burden of these responsibilities falls on the Army, Navy, Marine Corps, and Air Force combat units which would be called upon to demonstrate a show of force, or to do combat.
