This paper started out to be a somewhat detailed account of the water problems faced and what was being done about them. It soon became apparent that this would be impossible to cover in such a brief number of pages. Thus, in many cases it may appear that an important development has been passed over with too little being said about it; I have not meant to slight any development, but have merely wished to call attention to what is being done and where more detailed information may be found.
