Student support programs and services in the California Community Colleges lack historical context and documentation. This study provides historical context through document analysis as to the socio-cultural, educational, and financial influences that supported the implementation of student support services, EOPS, and Veteran services. Through a review of historical documents, the researcher was able to identify societal, financial, and educational influences that affected the establishment of these programs and services. The study's findings identified a significant influence on the establishment of the program was societal with an intersection with educational, financial, and sociocultural influences which supported the implementation of services and programs.
