Description
This thesis proposes a process by which multi-agency organizations can leverage state and major urban area fusion centers to apply the analytic strengths of all contributing agencies through the utilization of focused structured analytic techniques to craft timely, sound, and relevant intelligence that would be ideal for both independent agency operations and shared situational awareness. Exploring the multitude of considerations that must be met and planned for, this paper will establish the context for which this proposal is designed to form a blue print for creating similar analytic efforts and offer support grounded in presidential directives, doctrine, and policy to assuage regional and political concerns. The ultimate goal of this thesis is to establish a viable, repeatable, and scalable process by which fusion centers in any region of the country can utilize their influence and access to improve understanding of regional threats and vulnerabilities amongst Homeland Security Leadership at all levels. The proposed methods to accomplish this will create a shared situational awareness among contributing agencies and offer several viable outlets for the results of the analysis conducted.
